On your Android device, tap the Data & Storage icon in the upper-right corner of the screen.

When you tap on the menu button in the top-right corner of this screen, it will open up your options to select more filters or sort photos by their current status (whether they’re online or offline).
Step 3: Turn on Priority Download
You can now set the priority download setting to OFF by default so that downloading media only happens when you want it to happen. To do this, tap on Settings > Data & Storage > Memory Usage > Priority Download. You should see a toggle switch here; tap on it to turn off Priority Downloading.
Now toggle on Prioritize photos
This feature allows you to prioritize photo downloads over other tasks the app is performing, like downloading media.
For example, if you’re downloading a video and have several photos pending in your feed, this option will make Telegram pause the video download until all photos are downloaded first.
Turn on the Priority Photos option to increase the speed of receiving images
To prioritize photos, turn on the Prioritize Photos option. This will give receiving images a boost when you’re waiting for them to load in messages and chats.
To turn on this option:
On your phone, open Telegram and tap More Settings > Advanced Settings > Priority Download.
Turn on the Prioritize Photos option if it’s not already turned on by default (it should be green).
You can now prioritize downloading your photos on Telegram. This will make it much faster for you to view images in messages, especially when they’re sent in a chat with more than one photo.
